The 13th five year development plan for foundry industry (hereinafter referred to as the plan) predicts that the medium and low-speed growth will become the new normal for the development of foundry industry during the 13th five year plan. Under the new normal, the foundry industry will face new development opportunities, the accelerated adjustment of the foundry industry structure and the further optimization of the industrial layout. The integration of the two and the driving force of innovation will become a new engine for the development of the foundry industry. The environmental protection and occupational health and safety will be significantly improved, and the talent training mode at all levels to meet the development needs will be gradually established. Therefore, Wen Ping introduced the development goals of the plan under the above development trends.

Improve the concentration of foundry industry and realize the transformation from scale to benefit. Since 2000, China’s casting output has ranked first in the world. In 2014, China’s casting output reached 46.2 million tons, accounting for 44.6% of the world’s casting output.

During the 12th Five Year Plan period, the growth rate of China’s casting production slowed down. During the 13th Five Year Plan period, in order to adapt to the development of China’s equipment manufacturing industry and the international market demand, China’s total production of castings will show a medium and low speed growth trend. It is estimated that the total production of castings in 2020 will reach about 55 million tons and the output value of castings will be about 700 billion yuan. In addition, during the 13th Five Year Plan period, through market competition and the implementation of the policy of increasing the elimination of backward production capacity, the number of foundry enterprises has decreased year by year, and the concentration of foundry industry will be further improved. It is estimated that by 2020, the number of foundry enterprises will be reduced to less than 15000, and the casting output of the foundry enterprises (about 4500) accounting for 30% of the total number of enterprises will reach more than 80% of the total casting output. At the same time, the average scale of foundry enterprises will be further improved. In the fields of automobile, internal combustion engine, machine tool, power generation equipment, electric power, rail transit and other industries, a group of large-scale and professional foundry enterprises with high quality level will be formed, and a group of leading backbone foundry enterprises with independent innovation ability and international competitiveness will be formed.

Capture the production technology of high-end and key castings. At present, in the case of overcapacity in most areas of China’s foundry industry, some high-end key castings (such as high-pressure and large flow hydraulic parts, gas turbine single crystal blades, etc.) still cannot meet the quality requirements of domestic main engines and major technical equipment, which has become the “bottleneck” for the development of high-end equipment manufacturing industry. During the 13th Five Year Plan period, one of the core tasks for the development of China’s foundry industry is to focus on breaking through a number of key castings that affect the “bottleneck” of the development of high-end equipment manufacturing industry. It is expected that by 2020, China will basically realize the independent production of key castings required for major domestic equipment, such as high-end hydraulic castings of construction machinery, large-scale energy castings, and core castings in rail transit, aerospace and other fields.

The casting material structure is further optimized. In order to meet the demand of the downstream main engine market, the material structure of castings in China is further optimized, among which the proportion of ductile iron castings and aluminum alloy castings is gradually increasing. It is predicted that by 2020, the proportion of nodular iron castings (including vermicular iron castings) in the production of iron castings in China will increase from 37% in 2014 to about 42%, and the proportion of aluminum, magnesium and other light alloy castings in the total production of castings will increase from 13% in 2014 to about 20%.

Energy conservation and emission reduction to a new level. Although great progress has been made in the development of China’s foundry industry in recent years, the whole industry is still in an extensive development mode, characterized by high investment, high consumption, high pollution, low output and low efficiency. In particular, insufficient attention and investment in energy conservation, emission reduction and pollution control have seriously restricted the sustainable development of the foundry industry.

During the 13th Five Year Plan period, with the further improvement of laws, regulations and standards on environmental protection, energy consumption, safety production, occupational health and safety, the foundry industry will be further promoted to increase investment in relevant fields. It is predicted that by 2020, the comprehensive energy consumption per ton of castings in China will be 10% lower than that in 2015; the utilization rate of foundry waste (old) sand will be further improved, and the annual recycling amount of foundry waste sand will reach more than 3 million tons, especially the enterprises meeting the “admission conditions for foundry industry” will meet the national environmental protection emission standards, and further promote the development of foundry industry towards low-carbon, recycling and intensive green casting Road.

In addition, the plan also formulated six development strategies of “quality and brand, innovation driven, green casting, structural optimization, lean management and personnel training”, put forward to actively strive for and make full use of the relevant national industrial policies, establish the standard system and work system of casting groups to meet the needs of market economy development, reasonably set up the professional system of casting technology and skills, and make a good pass There are four policy suggestions for the growth of talents, strengthening industry management and giving full play to the role of social organizations.
